Mizuchi Saiou (斎王 美寿知 Saiō Mizuchi) is Takuma Saiou's younger sister. She appears in a main role in the Light of Destruction arc, and makes a brief reappearance in the Darkness arc. She is a miko (or dresses in a miko's clothing), and - instead of her brother's divination through tarot cards - she expresses her power through onmyodo.

Mizuchi initially seems to have a harsh and cool demeanor, quiet as she gives her orders to the monarchs and emotionless as she traps them in her mirrors. Her only known relative is her older brother, Takuma Saiou.

Mizuchi's initial appearance sets her up to be an antagonist: she is first seen setting Kourimaru and Ikazuchimaru on their mission to kidnap Shou and Kenzan in order to lure Judai to her, giving them their respective monarch cards and smiling as they vanish.

[edit] The Four Monarchs
The Four Monarchs (四帝, Yontei) are a group of four duelists in Mizuchi's employment. They are each named after a particular element, and each have decks- and, apparently, powers- based around these elements and the corresponding Monarch card.
[edit] Ikazuchimaru and Kourimaru
Ikazuchimaru and Kourimaru (corresponding to the elements 'lightning' and 'ice', as per the first characters in their names), are the first two of the Four Monarchs to appear. They are issued as a tag-team to challenge Shou and Kenzan, for the purpose of capturing them in order to lure Judai to Mizuchi. The two do not get along, constantly bickering over Shou and Kenzan throughout the duel and showing little sign of co-operation: finally, Kourimaru chooses to sacrifice his partner's life points for Mizuchi's favour.

Iwamaru (corresponding to the element 'earth') is the third of the Four Monarchs to appear, along with Honoumaru.

Honoumaru (corresponding to the element 'fire') is the fourth of the Four Monarchs to appear, albeit alongside Iwamaru.
