Tetsu Ushio (牛尾哲 Ushio Tetsu) is an authoritarian bully who belongs to Neo Domino City Security. He has appeared several times throughout the history of the series, notably as a hall monitor who blackmails and beats up Yugi Mutou in the very first chapter of the original manga. In Yu-Gi-Oh! 5D's he becomes obsessed with Yusei Fudo, and uses all his authority as a member of Security to try and get Yusei out of the picture. Despite his harsh methods, he can be honorable.

Ushio is a harsh and stubborn character, and has a hatred of persons from Satellite. But, he does appear to have concern for the people of Neo Domino.
